Coles Crossing Stormwater Detention and Water Quality Improvement Project

Request Explanation: The purpose of the project is to excavate additional stormwater detention in an existing 50-acre Storm Water Detention Basin (SWDB) owned by Harris County Municipal Utility District Number 365 in the Cypress Creek watershed and to treat stormwater that drains through Cypress Creek. Treatment efforts will include the construction of sedimentation pools, riffles, and stormwater quality plantings to naturally treat stormwater draining approximately 775 acres of residential development. The SWDB has the ability to provide approximately 200 additional acre-feet of flood storage. The project is a good use of taxpayer funds because it will improve water quality reduce flooding in an area where thousands of homes flooded during Hurricane Harvey.
 

 

Willow Creek Tributary M124-00-00 Channel Conveyance Improvements

Request Explanation: The purpose of the project is to reduce flooding and improve water quality. The project will increase the existing M124-00-00 channel level of service to the pre-Atlas 14 500-year storm event and construct detention basins with stormwater quality treatment wetlands to avoid adverse impacts to Willow Creek. The increased level of service will alleviate frequent flooding along F.M. 2920 and S.H. 249. The project is a good use of taxpayer funds because it will reduce flooding and improve water quality.
 

 

F-106 Boudreaux Stormwater Detention Basin M500-10-00

Amount: $4,500,000
Request Explanation: The purpose of the project is to better manage stormwater conveyance in the Willow Creek Watershed and to improve water quality by installing treatment wetlands along the bottom shelves of the detention basin. The site was chosen to provide immediate flood risk reduction benefits to the community by creating a 117-acre detention basin and an 84-acre preservation area on a 300-acre flood plain preservation site. Approximately 113 structures and 1.5 road miles within the Willow Creek watershed will benefit from lower water surface elevations during a 1% annual exceedance probability storm event flood. The project is a good use of taxpayer funds because it will reduce flooding and improve water quality.

 

 

White Oak Bayou Regional Wastewater Treatment Facility Repair and Upgrade

Request Explanation: The purpose of the project is to fund headworks and clarifier replacements at the White Oak Bayou Regional Wastewater Treatment Facility. The project will help reduce levels of nitrogen and phosphorous in local water, and, in compliance with standards set forth in the Clean Water Act, improve the facility's ability to disinfect effluent before it is discharged back into the environment. The project is a good use of taxpayer funds because it will protect critical infrastructure for approximately 10,000 people in 4,000 homes and improve regional wastewater treatment.

Request Explanation: The purpose of the request is to fund Big Brothers Big Sisters (BBBS) Lone Star’s evidence-based, outcomes-achieving one-to-one mentoring program for at-risk youth in the Greater Houston area. This is a good use of taxpayer funds as research indicates BBBS-mentored youth were 54% less likely to have been arrested, 41% less likely to have engaged in substance abuse, and achieve significant improvements in areas such as aggressive behaviors, self-control, and grit.

Request Explanation: The purpose of the request is to design and improve two dredged areas along the Houston Ship Channel, to deepen the Channel, and to construct sites required for dredged material placement. This is a good use of taxpayer funds because activity along the Houston Ship Channel sustains over 3,200,000 U.S. jobs, generates more than $802,000,000,000 in economic impact, and provides $35,000,000,000 in tax revenue each year.

Assistance for Local Emergency Response Training (ALERT) Grant

Request Explanation: TEEX proposes to provide 12 NFPA 472 HAZMAT Rail Specialist Training classes that will have the capacity to train 180 – 240 responders.
 
Hazardous Materials Emergency Preparedness Grant

Request ExplanationThe grants assist States, Territories, and Tribes in performing their hazardous materials response duties and aid in the development, implementation, and improvement of emergency plans for local communities and training for emergency responders to help communities prepare for a potential hazardous materials transportation incident. The HMEP grant program allows flexibility in implementing planning and training programs that address differing needs for each location. HMEP grant recipients allocate grant funds towards activities such as: Developing or revising emergency plans and training activities to account for bulk transportation of energy products by rail and over the road; Conducting commodity flow studies to determine the frequency and quantity of hazmat shipments being transported through local communities; Training emergency responders to respond appropriately to incidents involving bulk shipments of energy products as well as other hazmat. TDEM proposes to continue training first responders by conducting HAZMAT awareness, operations, technicians, and specialist training courses and continue conducting Local Emergency Planning Committees (LEPC) outreach and statewide commodity flow study.
 
West Loop Shared Use Path and Bayou Bridge

Request Explanation: The project will create a new multimodal connection between the Uptown Houston District and Memorial Park. This is a good use of taxpayer funds because it will enable a safe and separate transportation open for pedestrians and bicyclists as well as connect to public transportation options to further increase Uptown to Park connectivity.
 
 
South Persimmon Street and Timkin Road – Road, Utility, and Drainage Improvements and Extension

Request Explanation: The project will increase traffic capacity and improve drainage along South Persimmon Street and Timkin Road. This is a good use of taxpayer funds because it will reduce flood risk and provide the city with a safer major north-south arterial, creating more safe capacity for school and commercial traffic.
 
 
North Cherry Street Road and Drainage Improvements

Request Explanation: The project will improve drainage and roadway safety in old town Tomball along North Cherry Street, which is the main conveyance of stormwater for the area. This is a good use of taxpayer funds because it will improve safety and include the installation of storm sewers to alleviate many repetitive loss residential homes.
 
 
Holderrieth Road Over Willow Creek

Request Explanation: The project will fund the design and construction of Holderrieth Road from State Highway 99 to Sir Alex Drive in Harris County. The project is located in a Department of Transportation identified disadvantaged census track, meaning that this area has been identified to have at least four different transportation disadvantage indicators. This is a good use of taxpayer funds because it will complete a critical piece of the City of Houston Major Thoroughfare Plan while supporting a daily traffic volume in excess of 10,000 vehicles.
 
 
Hedwig Village Pedestrian Safety and Access Improvements

Request Explanation: The project will facilitate accessibility enhancements and improve sidewalks, upgrade ADA-compliant ramps, improve intersections, and install pedestrian traffic signals throughout Hedwig Village. This is a good use of taxpayer funds because it will provide safer, more equitable access for pedestrians of all ages and abilities across the community.
 
 
Lovett and Carrell Street Road and Drainage Improvements

Request Explanation: The project will begin drainage improvements along Lovett Street and Carrell Street. The project will replace an existing open ditch drainage system will storm sewer pipe to intercept storm water flows. This is a good use of taxpayer funds because it will reduce flood risk for repetitive loss properties, including single-family homes, multi-family apartments, and senior living restricted residences.
 
 
Memorial Drive Phase Two Improvements

Request Explanation: The project will reconstruct a section of Memorial Drive to upgrade the road from a ‘rural’ open ditch to a curb and gutter concrete road with a raised median. This is a good use of taxpayer funds because it will improve roadway mobility, drainage, and pedestrian safety in a corridor that related to 30,000 people per day and nearly 11,000,000 people annually.
